Program ZAVEM se ukvarja z vprašanjem, kako zagotoviti, da mediji v Sloveniji res delujejo v javnem interesu. Mediji imajo namreč veliko moč: obveščajo nas, nadzorujejo oblast in vplivajo na to, kako razumemo svet okoli sebe. A danes se soočajo s številnimi težavami: zastareli zakoni, politični pritiski, netransparentno lastništvo, kriza javne RTV, širjenje dezinformacij in upad zaupanja ljudi. Cilj programa je okrepiti demokracijo in medije tako, da izboljša pogoje za svobodno, neodvisno in raznoliko medijsko okolje. Program spremlja medijske politike in lastništvo medijev, o ugotovitvah jasno in razumljivo obvešča javnost ter predlaga rešitve. Posebno pozornost namenja mladim, ki jih spodbuja, da postanejo bolj kritični uporabniki medijev in aktivni državljani. Ciljne skupine predstavljajo nevladne organizacije, novinarji, odločevalci, regulatorji, raziskovalci ter širša javnost. Program odgovarja na potrebo po več znanja, preglednih informacijah in večjem vplivu ljudi na odločitve, ki oblikujejo medijski prostor. Uvaja nove digitalne vsebine, podcaste, izobraževanja za mlade in boljše sodelovanje med organizacijami v Sloveniji in tujini. Program bo potekal 20 mesecev in bo pustil trajne rezultate: bolj dostopne podatke, okrepljeno civilno družbo in bolj informirane državljane.

Načrtovani rezultati

  • Okrepljene zmogljivosti civilne družbe za spremljanje medijske politike, zakonodaje in prakse ter za pravočasno odzivanje na zaznane problematike.
  • Javnosti dostopne analize in odzivi ter večja preglednost medijskega lastništva v Sloveniji z analizo približno 100 medijev in pregledno spletno predstavitvijo z infografikami.
  • Okrepljeno sodelovanje med nevladnimi organizacijami, mediji in odločevalci, vključitev vsaj 15–20 organizacij ter prisotnost vsebin programa v nacionalnih in regionalnih medijih.
  • Doseg širše javnosti, zlasti mladih, z ozaveščevalnimi vsebinami ter okrepljeno znanje vsaj 60 mladih o medijskem aktivizmu in delovanju medijev.
  • Okrepljene digitalne in zagovorniške spretnosti organizacij za trajnejši vpliv na medijske politike tudi po zaključku financiranja.

The ZAVEM Programme addresses the question of how to ensure that the media in Slovenia genuinely operate in the public interest. The media hold significant power: they inform the public, hold those in power to account, and shape how we understand the world around us. Today, however, the media face numerous challenges, including outdated legislation, political pressure, non-transparent ownership structures, a crisis of public service broadcasting, the spread of disinformation, and declining public trust.

The programme’s objective is to strengthen democracy and the media by improving the conditions for a free, independent, and diverse media environment. It monitors media policies and media ownership, clearly and accessibly communicates its findings to the public, and proposes concrete solutions. Attention is given to young people, encouraging them to become more critical media users and active citizens.

The programme targets civil society organisations, journalists, decision-makers, regulators, researchers, and the public. It responds to the need for greater knowledge, transparent information, and stronger public influence over decisions shaping the media landscape. The programme introduces new digital content, podcasts, youth education activities, and strengthened cooperation among organisations in Slovenia and internationally.

The programme will run for 20 months and will deliver lasting results, including more accessible data, a stronger civil society, and better-informed citizens.

Expected Results

  • Strengthened capacities of civil society to monitor media policy, legislation, and practice, and to respond in a timely manner to identified issues.
  • Publicly accessible analyses and policy responses, as well as increased transparency of media ownership in Slovenia through the analysis of approximately 100 media outlets and a user-friendly online presentation with infographics.
  • Enhanced cooperation between civil society organisations, media, and decision-makers, with at least 15–20 organisations involved, and programme content featured in national and regional media.
  • Increased reach of awareness-raising activities among the public, especially young people, and strengthened knowledge of media activism and media systems among at least 60 young participants.
  • Strengthened digital and advocacy skills of participating organisations, enabling more sustainable influence on media policies beyond the end of the funding period.
