Program Transformacija sovražnega govora se osredotoča na celostno in strateško naslavljanje sovražnega govora in dejanj iz sovraštva, usmerjenih proti LGBTIQ+ skupnosti v Sloveniji. Program bo omogočil trajnostni razvoj programa, vključeval zaposlitev nove osebe za razvoj delovnih procesov, razširitev področij delovanja z novimi strokovnimi sodelavci in krepitev partnerstev z drugimi organizacijami. Prav tako bo povečal učinkovitost obstoječih aktivnosti in orodij programa, izboljšal ozaveščanje o podpornih mehanizmih ter vzpostavil skupnostne mehanizme za pomoč žrtvam sovražnega govora. Cilj programa je povečati zaupanje LGBTIQ+ populacije v institucije in postopke za uradni pregon sovražnega govora ter bolje naslavljati njihove ključne potrebe v času naraščajočega sovraštva.

Načrtovani rezultati

  • Povečano število prijav homofobnih, transfobnih in drugih LGBTIQ+ fobnih napadov za 30% tako na ravni vseh prijav kot tudi na ravni uradnih prijav policiji in drugim pristojnim institucijam.
  • Okrepljeno in usklajeno zagovorniško delovanje za sistemske in strukturne spremembe na področju preprečevanja in naslavljanja sovražnega govora ter zločinov iz sovraštva proti LGBTIQ+ osebam.
  • Okrepljeni in razširjeni mehanizmi za naslavljanje in transformacijo sovražnega govora proti LGBTIQ+ osebam, ki omogočajo učinkovitejše prepoznavanje, prijavo, obravnavo in preprečevanje sovražnega govora oz. njegovo transformacijo.
  • Vzpostavljena in delujoča skupnost strokovno usposobljenih oseb za podporo tarčam LGBTIQ+ specifičnega nasilja, sovražnega govora in incidentov.
  • Učinkovitejše naslavljanje in preprečevanje sovražnega govora in napadov proti LGBTIQ+ osebam, s pomočjo strukturnih sprememb na institucionalni ravni.

The Transformation of Hate Speech programme focuses on a comprehensive and strategic approach to addressing hate speech and hate incidents directed against the LGBTIQ+ community in Slovenia. The programme enables the sustainable development of activities through the employment of a new staff member to support the development of work processes, the expansion of areas of work through new expert collaborators, and the strengthening of partnerships with other organisations. It will also increase the effectiveness of existing programme activities and tools, improve awareness of available support mechanisms, and establish community-based support mechanisms for victims of hate speech.

The goal of the programme is to increase trust among LGBTIQ+ communities in institutions and formal procedures for the prosecution of hate speech, and to better address their key needs in a context of rising hostility.

Expected Results

  • A 30% increase in the number of reports of homophobic, transphobic, and other forms of LGBTIQ+-phobic attacks, both in overall reporting and in official reports submitted to the police and other competent authorities.
  • Strengthened and coordinated advocacy efforts aimed at systemic and structural changes in the prevention and addressing of hate speech and hate crimes targeting LGBTIQ+ persons.
  • Strengthened and expanded mechanisms for addressing and transforming hate speech against LGBTIQ+ persons, enabling more effective identification, reporting, handling, prevention, and transformation of hate speech.
  • The establishment of a functioning community of professionally trained individuals providing support to targets of LGBTIQ+-specific violence, hate speech, and related incidents.
  • More effective addressing and prevention of hate speech and attacks against LGBTIQ+ persons through structural changes at the institutional level.
