Program Onkraj BDP – Regionalni hub odrasti naslavlja potrebo po dolgoročni, strateški in sistemski krepitvi zmogljivosti civilne družbe za razvoj novih ekonomskih in političnih imaginarijev ter uveljavljanje pravičnega in trajnostnega prehoda v politikah skozi koncept odrasti (angl. degrowth). Predstavlja strateški prehod od posameznih projektnih intervencij k dolgoročnemu, strukturiranemu in ciljno usmerjenemu programu organizacije Policy Lab. Za večjo javno prepoznavnost koncepta odrasti in vrednot EU razvijajo strukturirano komunikacijsko strategijo, kot dopolnitev zagovorniških in izobraževalnih pristopov pa uvajajo uporabo strateške litigacije.

Okrepili bodo izvajanje raziskovalnih in analitičnih aktivnosti ter svetovalno podporo civilni družbi, raziskovalcem in odločevalcem ter pridobili status raziskovalne organizacije.

Preko razširjene digitalne prisotnosti, spletne Knjižnice odrasti, avtorskih vsebin, natečajev za najboljša študentska dela (diplome in magistrska dela) ter vključevanja mladih avtorjev – bodočih multiplikatorjev – v izobraževanja, raziskave in kampanje bodo utrdili zavest o konceptu odrasti kot verodostojni alternativi prevladujočemu razvojnemu modelu, ki temelji na gospodarski rasti in BDP.

S partnerji iz širše regije (Slovenija, Hrvaška, Srbija, Madžarska, Avstrija in Češka) bodo kot trajnostno mrežno strukturo oblikovali regionalni hub odrasti, ki bo sodeloval z raziskovalnimi in akademskimi institucijami ter lokalnimi, nacionalnimi in evropskimi odločevalci. S tem bodo povečali politično in javno prepoznavnost organizacije Policy Lab in vsebin odrasti v Sloveniji, regiji in Evropski uniji.

Pričakovani rezultati

  • Osrednji rezultat programa bodo okrepljene zmogljivosti za učinkovitejše zagovorništvo in aktivno državljansko udejstvovanje, utemeljeno na konceptu odrasti. Program naslavlja potrebo po sistematičnem razvoju raziskovalnih, zagovorniških in komunikacijskih kapacitet ter po dolgoročnem povezovanju civilne družbe, mladih in strokovne javnosti pri oblikovanju pravičnega prehoda.
  • Raziskovalni in zagovorniški razvoj vključuje izvedbo dveh raziskav s pripadajočima policy briefoma, objavo raziskovalnega članka ter pridobitev statusa raziskovalne organizacije. Program predvideva tudi udeležbo na zasedanjih EESO, organizacijo letnega strateškega srečanja NVO, vzpostavitev javno dostopne Digitalne knjižnice odrasti ter redno objavljanje avtorskih strokovnih vsebin.
  • Na področju komunikacijskega razvoja bomo razvili celostno komunikacijsko strategijo in e-novičnik, okrepili objave na spletni strani, družbenih omrežjih in v medijih ter izvedli splošno zagovorniško kampanjo o odrasti. Poleg tega bo izvedenih sedem ciljno usmerjenih kampanj ozaveščanja: ob predstavitvi raziskav in policy briefov (2), razglasitvi najboljših študentskih zaključnih del (2), uporabi pravnih mehanizmov za sistemske spremembe, nadgradnji Šole v Akademijo odrasti ter vzpostavitvi Regionalnega huba odrasti in začetku strategije za evropske volitve 2029.
  • Strateški razvoj bo vključeval uporabo pravnih sredstev za sistemske spremembe, razvoj strategije zbiranja sredstev, študijske obiske v tujini ter regijska srečanja za izmenjavo dobrih praks. Posebna pozornost bo namenjena vključevanju mladih prek Akademije odrasti, mentorskih programov, praks, dogodkov in webinarjev. Program bo opolnomočil 12 NVO za dolgoročno in strukturirano spremljanje javnega odločanja skozi prizmo odrasti ter razvil najmanj pet inovativnih metod v okviru programa Onkraj BDP – Regionalni hub odrasti.

Program Beyond GDP – Regional Degrowth Hub addresses the need for long-term, strategic, and systemic strengthening of civil society capacities to develop new economic and political imaginaries and to advance a just and sustainable transition in public policies through the concept of degrowth. It represents a strategic shift from individual project-based interventions toward a long-term, structured, and goal-oriented programme of the organization Policy Lab. To increase public recognition of the degrowth concept and EU values, the programme will develop a structured communication strategy, and as a complement to advocacy and educational approaches, it will introduce the use of strategic litigation.

They will strengthen the implementation of research and analytical activities as well as advisory support for civil society, researchers, and decision-makers, and will obtain the status of a research organization.

Through an expanded digital presence, an online Degrowth Library, original authored content, competitions for the best student works (bachelor’s and master’s theses), and the inclusion of young authors—future multipliers—in education, research, and campaigns, they will reinforce awareness of degrowth as a credible alternative to the prevailing development model based on economic growth and GDP.

Together with partners from the wider region (Slovenia, Croatia, Serbia, Hungary, Austria, and the Czech Republic), they will establish a regional degrowth hub as a sustainable network structure that will collaborate with research and academic institutions as well as local, national, and European decision-makers. In this way, they will increase the political and public visibility of the organization Policy Lab and of degrowth-related content in Slovenia, the region, and the European Union.

Expected Results

  • The central outcome of the programme will be strengthened capacities for more effective advocacy and active civic engagement grounded in the concept of degrowth. The programme addresses the need for the systematic development of research, advocacy, and communication capacities, as well as for long-term networking among civil society organizations, young people, and the expert community in shaping a just transition.
  • Research and advocacy development will include the implementation of two research studies with accompanying policy briefs, the publication of a research article, and the acquisition of research organization status. The programme also foresees participation in EESC sessions, the organization of an annual strategic NGO meeting, the establishment of a publicly accessible Digital Degrowth Library, and the regular publication of original expert content.
  • In the field of communication development, a comprehensive communication strategy and an e-newsletter will be developed; publications on the website, social media, and in the media will be strengthened; and a general advocacy campaign on degrowth will be carried out. In addition, seven targeted awareness-raising campaigns will be implemented: upon the presentation of research and policy briefs (2), the announcement of the best student theses (2), the use of legal mechanisms for systemic change, the upgrade of the School into a Degrowth Academy, and the establishment of the Regional Degrowth Hub and the launch of a strategy for the 2029 European elections.
  • Strategic development will include the use of legal instruments for systemic change, the development of a fundraising strategy, study visits abroad, and regional meetings for the exchange of good practices. Special attention will be devoted to the inclusion of young people through the Degrowth Academy, mentoring programmes, internships, events, and webinars. The programme will empower 12 NGOs for long-term and structured monitoring of public decision-making through the lens of degrowth and will develop at least five innovative methods within the programme Beyond GDP – Regional Degrowth Hub.
