Evropska unija in Slovenija se v zadnjih desetletjih intenzivno usmerjata v digitalizacijo gospodarstva, javne uprave in družbe, pri čemer pa ostaja premalo pozornosti namenjene opozorilom zdravstvene, pedagoške in družboslovne stroke o tveganjih, ki jih prinaša tako globoka digitalna preobrazba. Čeprav nove tehnologije v številnih pogledih olajšujejo vsakdanje življenje, že pomembno vplivajo na duševno zdravje ljudi. Negativnim posledicam so še posebej izpostavljeni otroci in mladostniki, pri katerih v nekaterih državah znaki digitalne zasvojenosti prizadenejo tudi do petino populacije. Hkrati se digitalizacija vse bolj krepi tudi na področju vzgoje in izobraževanja, kar odpira tveganje, da bi vrtci in šole v ključnem obdobju odraščanja nehote poglabljali digitalno odvisnost, namesto da bi jo preprečevali.

Projekt Pravica do odraščanja brez e-živega peska je bil zagovorniški in ozaveščevalni projekt Centra za trajnostni razvoj podeželja Kranj (CTRP), ki se je odzval na hitro slabšanje razmer in naraščajoče negativne posledice prekomerne rabe digitalnih naprav med otroki in mladostniki. V času priprave Nacionalnega programa vzgoje in izobraževanja 2023–2033 (NPVI) je projekt naslavljal potrebo po nujnih ozaveščevalnih, preventivnih in zaščitnih vsebinah ter programih, ki bi digitalizacijo izobraževanja usmerjali v varno, zdravo in razvojno ustrezno rabo tehnologij.

Skozi obsežne zagovorniške aktivnosti, strokovne razprave, dialog z odločevalci, izobraževanja ter javne in medijske kampanje je projekt opozarjal na nevarnost navideznega napredka, pri katerem se digitalne tehnologije uvajajo brez ustreznih varovalk. Hkrati je zagovarjal vključevanje preventivnih in alternativnih pristopov v vzgojno-izobraževalne politike, ki bi dolgoročno varovali pravice otrok, mladih in njihovih družin do zdravega odraščanja, duševnega zdravja in človeku dostojnega razvoja v digitalni dobi.

Kaj smo dosegli

  • Predlogi za omejitev rabe zasebnih digitalnih naprav v vzgojno-izobraževalnih ustanovah so bili v pomembni meri prepoznani, saj so bili vključeni v javno obravnavo sprememb Zakona o osnovni šoli.
  • Dosežen je bil neposreden odziv Ministrstva za vzgojo in izobraževanje, ki se je javno zavezalo k uresničitvi predlaganih rešitev ter jih vključilo v zakonodajni postopek.
  • Z javno kampanjo ODKLOPI.NET je bilo zbranih 14.647 podpisov podpore, med njimi 109 podpisov strokovnjakov in institucij, kar je ustvarilo močan javni pritisk na odločevalce.
  • Vzpostavljeno je bilo nacionalno partnerstvo s 109 člani, ki združuje strokovnjake, organizacije, NVO, starše in predstavnike vzgoje, zdravstva ter mladinskih organizacij.
  • Povečana je bila ozaveščenost odločevalcev, stroke in javnosti o tveganjih prekomerne zaslonske rabe, kar potrjuje široka medijska obravnava in obravnava tematike na ravni Državnega zbora.
  • Projekt je dosegel sistemski učinek, saj je prispeval k premiku razprave z ozaveščanja na konkretno zakonodajno ukrepanje.

Over the past decades, the European Union and Slovenia have increasingly focused on the digitalisation of the economy, public administration, and society. However, insufficient attention has been paid to warnings from the medical, educational, and social sciences about the risks posed by such deep and rapid digital transformation. While new technologies undoubtedly facilitate many aspects of everyday life, they are already having a significant impact on mental health. Children and adolescents are particularly vulnerable, with signs of digital addiction affecting up to one fifth of this population in some countries. At the same time, digitalisation is increasingly shaping education systems, raising the risk that kindergartens and schools—during a crucial and sensitive period of development—may inadvertently reinforce digital dependency rather than help prevent or reduce it.

The Right to Grow Up Without Digital Quicksand was an advocacy and awareness-raising project implemented by the Centre for Sustainable Rural Development Kranj (CTRP), responding to the rapidly deteriorating situation and the growing negative consequences of excessive digital device use among children and adolescents. During the preparation of the National Programme for Education 2023–2033 (NPVI), the project addressed the urgent need for awareness-raising, preventive, and protective measures to ensure that the digitalisation of education is guided toward safe, healthy, and developmentally appropriate use of technology.

Through extensive advocacy activities, expert discussions, dialogue with policymakers, training programmes, and public and media campaigns, the project warned against the illusion of progress in which digital technologies are introduced without adequate safeguards. At the same time, it advocated for the inclusion of preventive and alternative approaches in education policies, aimed at safeguarding the rights of children, young people, and their families to healthy development, mental well-being, and a dignified life in the digital age.

What we achived

  • Proposals to limit the use of personal digital devices in educational institutions were significantly recognised, as they were included in the public consultation on amendments to the Primary School Act.
  • A direct response was secured from the Ministry of Education, which publicly committed to implementing the proposed solutions and incorporated them into the legislative process.
  • The public campaign ODKLOPI.NET collected 14,647 signatures of support, including 109 signatures from experts and institutions, creating strong public pressure on decision-makers.
  • A national partnership with 109 members was established, bringing together experts, organisations, NGOs, parents, and representatives of education, healthcare, and youth organisations.
  • Awareness among decision-makers, professionals, and the general public regarding the risks of excessive screen use was increased, as evidenced by extensive media coverage and parliamentary-level debate.
  • The project achieved a systemic impact, as it helped shift the debate from awareness-raising to concrete legislative action.
