milijoni za prestrukturiranje – bo kaj ostalo za ljudi? / millions for restructuring – will anything be left for people?

V Šaleški dolini poteka obsežen proces prestrukturiranja, ki naj bi bil usmerjen v pravičen in zeleni prehod po zapiranju premogovništva. Načrtujejo in izvajajo se večmilijonske naložbe, proces pa poteka netransparentno, brez širših javnih razprav, brez učinkovitega dostopa do informacij, prebivalci in predvsem delavci, zaposleni v panogi rudarstva, pa so v celoti izključeni iz odločanja. Zato je bil cilj projekta vzpostaviti Projektni svet za civilni nadzor nad izvajanjem prestrukturiranja Šaleške doline, ki bo deloval pod okriljem Vlade Republike Slovenije. V ta namen je upravičenec pripravil in vložil zahtevek Vladi RS za ustanovitev Svetovalnega telesa civilne družbe za prestrukturiranje Šaleške ter izvedel obsežno komunikacijsko in zagovorniško kampanjo, ki je vključevala spletno in terensko zbiranje podpisov podpore za ustanovitev Sveta za civilni nadzor, organizacijo javnega protesta in javne tribune, postavitev opozorilnih tabel in transparentov, sodelovanja z mediji, odločevalci in ostalimi deležniki.

Kaj smo dosegli

• Vložen je bil uradni zahtevek Vladi RS za ustanovitev Svetovalnega telesa civilne družbe za prestrukturiranje Šaleške doline.
• Z izvedeno komunikacijsko in zagovorniško kampanjo je bila zagotovljena široka podpora pobudi – zbranih je bilo več kot 2.500 podpisov javnosti, podporo je izrazila Mestna občina Velenje, pridobljena je bila podpora političnih strank (Demokrati, Stranka generacij, NSi, Gibanje Svoboda), pobudo pa so javno podprle tudi nevladne organizacije, med njimi Inštitut 8. marec, Glas ljudstva in sindikat Glosa.

In the Šalek Valley, an extensive restructuring process is underway following the closure of coal mining, which is intended to deliver a just and green transition. Multi-million-euro investments are being planned and implemented; however, the process is carried out in a non-transparent manner, without broad public debate, without effective access to information, and with local residents—especially workers employed in the mining sector—entirely excluded from decision-making.

The objective of the project was therefore to establish a Project Council for Civil Oversight of the Šalek Valley Restructuring, operating under the auspices of the Government of the Republic of Slovenia. To this end, the beneficiary prepared and submitted a formal request to the Government of the Republic of Slovenia to establish an Advisory Body of Civil Society for the Restructuring of the Šalek Valley, and carried out an extensive communication and advocacy campaign. This campaign included online and on-site collection of signatures in support of the establishment of a Civil Oversight Council, the organisation of a public protest and a public forum, the installation of warning signs and banners, and active engagement with media, decision-makers, and other stakeholders.

What we achieved:

• A formal request was submitted to the Government of the Republic of Slovenia for the establishment of an Advisory Body of Civil Society for the restructuring of the Šalek Valley.
• Broad public support for the initiative was secured through a communication and advocacy campaign: more than 2,500 public signatures were collected; support was expressed by the Municipality of Velenje; political support was obtained from several parties (Demokrati, Party of Generations, NSi, Freedom Movement); and the initiative was publicly endorsed by civil society organisations, including Institute 8 March, Voice of the People (Glas ljudstva), and the Glosa trade union.
