dovolj imamo zmede! / enough confusion!

Ali ste Zmedeni? je bila zagovorniška akcija tretjega medijskega sektorja. Gre za medijski sektor, ki ni niti javni niti zasebni, ampak je praviloma neprofiten in nekomercialen. Sestavljajo ga različne nevladne organizacije, ki delujejo kot mediji. Za takšne medije je v večini primerov zelo pomembna skupnost, ki jo medij vključuje in naslavlja, v primeru Radia Študent so to študentje in mladi. Eden najvidnejših takšnih medijev v Sloveniji je Radio Študent, a zagotovo ni edini, obstaja še več manjših študentskih in drugih nevladnih medijev, ki zagovarjajo potrebe določenih marginaliziranih skupin. Takšni mediji so v Sloveniji deležni nezadostne državne podpore, pogoji za delo in razvoj takšnih medijev pa so zelo slabi. Takšno stanje je zaskrbljujoče, saj ogroža pluralnost medijskega prostora, ki je ena temeljnih vrednot evropske družbe.

Ministrstvo za kulturo je decembra 2023 objavilo predlog novega zakona o medijih, ki ne predvideva izboljšanja stanja tretjega medijskega sektorja v potrebni meri. Na pomanjkljiv predlog medijskega zakona smo se odzivali z različnimi vsebinami, ki so javnost ozavestile o pomenu in potrebah takšnih medijev ter na zakonodajalca vršile pritisk, da stanje izboljša v okviru prenove zakonodaje. Aktivnost so obsegale analizo stanja, medijsko produkcijo, soočenje v živo in vključitev v javno razpravo.

Kaj smo dosegli

  • Pripravili smo strokovno analizo predloga Zakona o medijih (ZMed-1) s poudarkom na položaju in potrebah tretjega medijskega sektorja (3MS), ki služi kot podlaga za nadaljnje zagovorništvo.
  • Izvedli smo ozaveščevalno kampanjo »Ali ste ZMedeni?«, ki je vključevala 12 radijskih oddaj, 6 kratkih videov in več kot 100 objav na družbenih omrežjih.
  • Radijske vsebine so bile predvajane na treh skupnostnih radijih (Radio Študent, MARŠ, NOR) in so skupaj dosegle približno 17.000 dnevnih poslušalcev.
  • Kampanja na družbenih omrežjih je dosegla 35.914 uporabnikov ter ustvarila več sto interakcij (všečki, komentarji, delitve).
  • Organizirali smo soočenje v živo o tretjem medijskem sektorju, ki se ga je udeležilo 34 obiskovalcev, dodatnih 43 ljudi pa si je dogodek ogledalo prek spletnega prenosa.
  • Izvedli smo obsežne zagovorniške aktivnosti: poslali smo odziv na ZMed-1 v javni razpravi, 15 dopisov članom odbora za kulturo, 90 dopisov poslankam in poslancem DZ ter vzpostavili neposreden dialog z Ministrstvom za kulturo.

Are you Confused? was an advocacy campaign of the third media sector. This is a media sector that is neither public nor private, but is typically non-profit and non-commercial. It is made up of various non-governmental organisations that operate as media outlets. For such media, the community they involve and address is usually of great importance — in the case of Radio Študent, this community consists of students and young people. One of the most prominent such media outlets in Slovenia is Radio Študent, but it is certainly not the only one; there are several smaller student and other NGO-based media that advocate for the needs of specific marginalised groups. These media receive insufficient state support in Slovenia, and the conditions for the work and development of such outlets are very poor. This situation is worrying, as it threatens the pluralism of the media landscape, one of the fundamental values of European society.

In December 2023, the Ministry of Culture published a draft of a new media law, which does not foresee improving the situation of the third media sector to the necessary extent. We responded to the inadequate draft media law with various activities that raised public awareness about the importance and needs of such media and put pressure on the legislator to improve conditions within the legislative reform. The activities included an analysis of the situation, media production, a live public debate, and participation in the public consultation.

What we achieved

  • We prepared one expert analysis of the proposed Media Act (ZMed-1), with a focus on the position and needs of the third media sector (TMS), which serves as a basis for further advocacy.
  • We carried out the awareness-raising campaign “Ali ste ZMedeni?” (“Are You ZMed-Confused?”), which included 12 radio programmes, 6 short videos, and more than 100 social media posts.
  • Radio content was broadcast on three community radio stations (Radio Študent, MARŠ, and NOR), reaching approximately 17,000 daily listeners in total.
  • The social media campaign reached 35,914 users and generated several hundred interactions (likes, comments, shares).
  • We organised a live public debate on the third media sector, attended by 34 participants in person, with an additional 43 viewers following the event via livestream.
  • We carried out extensive advocacy activities, including submitting a response to the ZMed-1 during the public consultation, sending 15 letters to members of the Parliamentary Committee on Culture, 90 letters to Members of the National Assembly, and establishing direct dialogue with the Ministry of Culture.
