Tekom Festivala Parada ponosa 2023 je bilo zabeleženo večje število homofobnih napadov. Žal jih je veliko, zaradi različnih dejavnikov, vseeno ostalo neprijavljenih. S projektom bi radi poskrbeli za boljšo varnost med parado, vzpostavili pogoje, da bo več napadov prijavljenih ter posledično poskrbeli, da se bo več pripadnic_kov skupnosti LGBTIQ+ počutilo varno ter slišano.

Fokus projekta:

  • med povorko bo vzpostavljenih več točk po Ljubljani, na katerih se bo sprejemalo prijave napadov. Poleg Policije, bodo na njih prisotne_i tudi usposobljene_i mediatorke_ji, ki bodo napadenim nudili podporo podajanja prijav;
  • vzpostavljena bo dodatna mreža rediteljic_ev, ki bodo beležile_i, kaj se dogaja in zagotavljale_i red
  • izdale_i bodo letak, na katerem bodo osnovne informacije o ukrepih med parado ter tudi informacije za podporo napadenim – na koga se lahko obrnejo po pomoč, kakšna pomoč (različne oblike) obstaja ipd. Na letaku bo prav tako povezava do spletnega obrazca za prijavo napada.
  • izdale_i bodo poročilo o vseh incidentih in napadih, s katerim želijo osvetliti stopnjo razširjenosti incidentov.

Svoji ciljni skupini želijo tako zagotoviti večjo podporo, za primere ko so posameznice_ki LGBTIQ+ skupnosti žrtve homofobnega napada ter s projektom pripomoči k obrambi vrednot odprte in strpne družbe, ki daje poseben poudarek varovanju marginaliziranih skupin.

Kaj bodo dosegli:

Ciljna skupina je cca 3000 udeleženk_cev Parade ponosa.

Za dosego rezultatov projekta – t. j. zagotavljanje večje varnosti (zaradi boljše informiranosti, dodatne prisotnosti usposobljenih oseb na terenu) ter bolj ustreznega beleženja in odzivanja na napade – so predvideli več konkretnih akcij:

  • Izvedba 3 operativnih ter 2 strateških srečanj/koordinacij oz. posvetov s policijo;
  • Rekrutacija rediteljic_ev, mediatork_jev - 20 rediteljic_ev ter 5 mediatork_jev;
  • Izvedba usposabljanj - 1 usposabljanje za vse policiste_ke na točkah, 2 usposabljanji za mediatorke_je, usposabljanje za rediteljice_e;
  • Evalvacijska srečanja za policistke_e in mediatorke_je ter evalvacija z rediteljicami_i;
  • Vzpostavljen spletni obrazec za prijavo napadov;
  • Zbir celovitih informacij o varnostnih ukrepih, vzpostavljenih točkah na dan parade, možnostih prijave napada, varnih točkah ter kriznih in podpornih storitvah za žrtve napada;
  • Izdelava in delitev 3000 letakov z najpomembnejšimi informacijami za udeleženke_ce parade;
  • Informacijska kampanja - objave na družabnih omrežjih – TikTok, Instagram in Facebook – prek video materiala in grafik – vsaj 5 objav;
  • Izdelava poročila po koncu parade o razširjenosti homofobnih incidentov in napadov kot vzvod pritiska na odločevalke_ce za bolj aktivno zaščito pravic marginaliziranih skupin (v tem primeru predvsem LGBTIQ+ pripadnic_kov) ter opozorilo družbi po potrebi po aktivni participaciji za zaščito odprte in vključujoče družbe.

DOSEŽKI

Izvedli smo koordinacijo in posvete s Slovensko policijo za zagotovitev večje varnosti na Paradi ponosa. Organizirali smo 2 strateški srečanji in 2 operativna srečanja, ob tem pa vzpostavili tudi komunikacijo preko elektronske pošte.

Izvedli smo usposabljanja za Policijo, mediatorke_je, rediteljice_e:

  • Organizirali smo 2 usposabljanji za rediteljice_e ter pred parado izvedli še končni "briefing", kjer smo povzeli ključne informacije iz obeh usposabljanj in podali dodatna navodila.
  • Izvedli smo on-line evalvacijo.

Za mediatorke_je (ki smo jih tekom projekta preimenovali v "varne osebe") smo izvedli:

  • 2 usposabljanji,
  • 1 sestanek in usposabljanje s Policijo ter
  • končno evalvacijo in strateško srečanje s Policijo po dogodku.

Informiranje skupnosti in zagovorništvo
Vzpostavili smo spletno stran z obrazcem za prijavo incidentov, ki smo jo aktivno promovirali preko različnih kanalov. Na tej spletni strani smo zbrali in objavili celostne podporne informacije, ki služijo pri:

  • zagotavljanju boljše pripravljenosti udeležencev,
  • preventivnem delovanju,
  • večji varnosti ter
  • ukrepanju v primeru incidentov.

Informacijska kampanja
Izvedli smo informacijsko kampanjo za širšo skupnost. Preko družabnih omrežij smo informirali o:

  • obrazcu za prijavo incidentov,
  • podpornih informacijah,
  • obstoju varnih točk in varnih oseb na terenu ter
  • vlogi rediteljic_ev.

Natisnili smo 3000 letakov (2000 v slovenskem in 1000 v angleškem jeziku) z osnovnimi informacijami, napotki za bolj varno udeležbo na Paradi ponosa in koraki ukrepanja ob incidentih. S kampanjo smo dosegli več kot predvidenih 3000 oseb.

Na podlagi prijav incidentov na spletni strani smo pripravili in izdali "Poročilo o incidentih s sovražnim nagibom na Paradi ponosa 2024".

During the 2023 Pride Parade Festival, a significant number of homophobic attacks were recorded. Unfortunately, many incidents went unreported due to various factors. This project aims to enhance safety during the parade, create conditions for increased reporting of attacks, and ultimately ensure that more members of the LGBTIQ+ community feel safe and heard.

Project Focus:

  • Reporting Points: Multiple stations will be set up across Ljubljana during the parade to receive reports of attacks. In addition to police officers, trained mediators will be present to support victims in filing reports.
  • Additional Security Network: A supplementary team of stewards will monitor the situation, record incidents, and maintain order.
  • Informational Leaflet: A leaflet will provide essential information on safety measures during the parade and resources for victims of attacks, including contacts for assistance and support services. The leaflet will also include a link to an online form for reporting attacks.
  • Incident Report: A comprehensive report on incidents and attacks will be published to highlight the prevalence of such occurrences.

The project seeks to provide greater support for LGBTIQ+ individuals who experience homophobic attacks and contribute to the defense of values promoting an open and inclusive society, with a particular focus on protecting marginalized groups.

Expected Outcomes:

The target audience includes approximately 3,000 participants of the Pride Parade. To achieve the project’s goals of increased safety, improved incident documentation, and more effective responses, the following actions are planned:

  • Meetings and Coordination: Conduct 3 operational and 2 strategic meetings with the police.
  • Recruitment: Recruit 20 stewards and 5 mediators.
  • Training: Provide 1 training session for police officers at reporting points, 2 training sessions for mediators, and 1 training session for stewards.
  • Evaluation Meetings: Hold post-parade evaluations with police officers, mediators, and stewards.
  • Online Reporting Form: Create a form for submitting reports of attacks.
  • Information Compilation: Gather and distribute comprehensive information on safety measures, reporting points, and crisis support services for victims.
  • Leaflet Distribution: Print and distribute 3,000 informational leaflets to parade participants.
  • Information Campaign: Publish at least 5 posts on social media platforms (TikTok, Instagram, and Facebook) using video materials and graphics.
  • Incident Report: Produce a detailed post-parade report on homophobic incidents and attacks. This report will serve as a tool for advocating policymakers to strengthen protections for marginalized groups (particularly LGBTIQ+ individuals) and raise public awareness about the need for active participation in defending an open and inclusive society.

ACHIEVEMENTS:

We coordinated and conducted consultations with the Slovenian Police to ensure greater safety at the Pride Parade. We organized two strategic meetings and two operational meetings while maintaining additional communication via email.

Trainings for Police, Stewards, and "Safe Persons"

  • We organized two training sessions for stewards and conducted a final briefing before the parade, summarizing key information from the sessions and providing additional instructions.
  • An online evaluation was carried out.

For mediators (renamed "Safe Persons" during the project), we implemented:

  • Two training sessions,
  • One meeting and training with the Police, and
  • A final evaluation and strategic meeting with the Police post-event.

Community Information and Advocacy
We established a website with a reporting form for incidents, which we actively promoted through various channels. The site also hosted comprehensive support information to aid in:

  • Better preparation for participants,
  • Preventative measures,
  • Enhancing safety, and
  • Responding effectively in case of incidents.

Information Campaign
We implemented an information campaign targeting the wider community. Through social media, we disseminated information about:

  • The incident reporting form,
  • Support resources,
  • The presence of safe points and "Safe Persons" in the field, and
  • The role of stewards.

We printed 3,000 leaflets (2,000 in Slovenian and 1,000 in English) containing essential information, tips for safer participation at the Pride Parade, and steps for addressing incidents. The campaign reached more than the initially planned 3,000 individuals.

Based on incident reports submitted via the website, we prepared and published the "Report on Bias-Motivated Incidents at the Pride Parade 2024."
