Številne raziskave dokazujejo, da na kakovost celotnega življenja posameznika, doseganje uspešnosti v poklicnem in privatnem življenju ter pogostost težkih obolenj in dolžino življenja ključno vpliva kvalitetno, zdravo prehranjevanje v otroštvu. Vsaj minimalne enakovredne možnosti za vse otroke za takšno prehranjevanje naj bi pomagala dosegati Uredba o zelenem javnem naročanju. Ta določa, da je v prehrani, ki jo otrokom pripravljajo v javnih zavodih (npr. v šolah), obvezen vsaj 12-odstotni (od leta 2023) oz. 15-odstotni (od leta 2024) delež lokalnih ekološko pridelanih živil, ki so praviloma prehransko najbolj kakovostna in zdrava. Ekološka živila so dražja, zato je ob različnih ekonomskih možnostih otrok, glede prehranjevanja izven vrtca oziroma šole, še toliko bolj pomembno dosledno izvajanje Uredbe. Javni zavodi so pomembni tudi za enakovredne možnosti mladostnikov za vzgojo in izobraževanje o kvalitetni prehrani ter ekološki, lokalni pridelavi hrane.

Trenutno slabo izvajanje Uredbe je predvsem posledica nezadostnih sredstev za nabavo lokalnih ekoloških živil in zagotovitev dovoljšnega števila osebja za organizacijo nabave ekološko pridelane hrane, premalo izobraževanja na to temo pa je posledica nevključenosti v redne vzgojno-izobraževalne programe. V projektu želi Zveza društev ekoloških kmetov Slovenije z vplivanjem na spremembo ustrezne zakonodaje te pomanjkljivosti z različnimi zagovorniškimi aktivnosti (izobraževanje, povezovanje, ozaveščanje javnosti in odločevalcev) odpraviti. S projektom bodo direktno vplivali na izboljšanje vsebin in načinov uresničevanja nacionalne zakonodaje oziroma strateške dokumente področnih politik.

Kaj bodo dosegli:

  • Uredba o zelenem javnem naročanju v delu, ki se nanaša na nabavo živil v javnih zavodih: s spremembami želijo prispevati k zagotavljanju višjih sredstev, ki bi omogočila javnim zavodom dejansko in kvalitetno izvajanje Uredbe z nabavo vsaj 15 odstotkov lokalnih ekoloških živil. To se nanaša tudi na nacionalno in lokalno zakonodajo, pravilnike … vezane na Uredbo oziroma ki nanjo vplivajo in pomagajo izvajati (npr. z zagotavljanjem sredstev in osebja, s točkovanjem in podobno).
  • Nacionalni program vzgoje in izobraževanja 2023–2033 v delu, ki se nanaša na obvezne oziroma nepogrešljive vsebine, ki jih mora v tem obdobju vključevati vzgoja in izobraževanje v vrtcih ter osnovnih in srednjih šolah v Sloveniji na formalni IN neformalni ravni. Ta usmerja procese v smeri okrepljenega zavedanja in poznavanja pomena in prednosti uživanja  ekoloških lokalnih živil. To se nanaša tudi na nacionalno in lokalno zakonodajo, pravilnike … povezane s programom oziroma ki nanjo vplivajo in pomagajo izvajati (na primer z zagotavljanjem sredstev in osebja).
  • Vsaj 20 predstavnikov pomembnih akterjev (institucije, NVO, odločevalci, mediji) z okrepljenim zavedanjem in poznavanjem pomena  in prednosti pridelave ter uživanja na ekološki način pridelane hrane.

Numerous studies have shown that the quality of an individual’s life, achieving success in professional and private life, and the frequency of serious illnesses and life span are significantly influenced by quality, healthy eating during childhood. At least minimal equal opportunities for all children to have such nutrition should be achieved through the Regulation on Green Public Procurement. This regulation mandates that at least 12% (from 2023) or 15% (from 2024) of locally produced organic foods are included in the meals prepared for children in public institutions (e.g., schools), as these foods are typically the most nutritious and healthy. Organic foods are more expensive, making it even more crucial to strictly implement the Regulation given the varying economic circumstances of children outside of kindergartens or schools. Public institutions are also essential for providing equal opportunities for adolescents to educate about quality nutrition and ecological, local food production.

The current poor implementation of the Regulation is mainly due to insufficient funds for purchasing locally produced organic foods and ensuring a sufficient number of staff to organize the procurement of organic food. Lack of education on this topic is also due to its exclusion from regular educational programs. With this project, Zveza društev ekoloških kmetov Slovenije aims to address these shortcomings by influencing changes in relevant legislation through various advocacy activities (education, networking, public awareness, and lobbying). The project will directly influence the improvement of content and methods for implementing national legislation or strategic documents related to the field.

What They Will Achieve:

  1. Regulation on Green Public Procurement: Through changes, they aim to contribute to ensuring higher funding, which would allow public institutions to effectively and quality implement the Regulation by purchasing at least 15% of locally produced organic foods. This also relates to national and local legislation, rules, etc., tied to the Regulation or affecting its implementation (e.g., by providing funds and staff, through scoring, etc.).
  2. National Program for Education 2023–2033: In the part relating to compulsory or essential content that must be included in this period in early childhood, primary, and secondary education in Slovenia on formal AND informal levels. This directs processes towards increased awareness and knowledge about the importance and advantages of consuming locally produced organic foods. This also relates to national and local legislation, rules, etc., connected to the program or affecting its implementation (e.g., by providing funds and staff).
  3. At least 20 representatives from important stakeholders (institutions, NGOs, policymakers, media) with increased awareness and knowledge of the importance and benefits of ecological, locally produced food.
