Muzej norosti si je ustvaril posebno mesto na presečišču kulture, sociale, izobraževanja in pričanja za ljudi, ki so v zavodih za dolgotrajno oskrbo še danes samo zato, ker v Sloveniji zaostajamo z organizacijo izvajanja podpornih storitev v skupnosti. Dezinstitucionalizacija v središče postavlja proces preselitve ljudi iz posebnih socialno varstvenih zavodov, kjer so sistemsko segregirani in socialno izključeni, nazaj v skupnost, kjer bodo na voljo storitve. Med splošno javnostjo, politiki in odločevalci ni znano, da so ljudem v zavodih sistemsko kršene človekove pravice. Velja široko sprejeto prepričanje, da je tam zanje dobro poskrbljeno. Ker je Slovenija v procesu priprave Strategije za dezinstitucionalizacijo, obstaja tveganje, da bo znova preslišan glas nevidne manjšine razvrednotenih državljanov in državljank.  

V projektu Obvezna smer DI bodo različni akterji informirani o obveznostih Republike Slovenije, ki izvirajo iz Konvencije o pravicah ljudi z oviranostmi ter z njimi povezanimi Smernicami ZN za dezinstitucionalizacijo. V času priprave strategije bodo ozaveščali javnost in odločevalce o osebnih izkušnjah ljudi in opozarjali na nevarnost, da se še naprej vzdržuje institucionalne storitve ali da te dobijo samo novo ime, npr. storitve v skupnosti, ki se bodo odvijale naprej po institucionalnih praksah (taki primeri so znani in nanje opozarjajo tudi Smernice ZN o dezinstitucionalizaciji).

Kaj bodo dosegli:

  • V projektu Obvezna smer DI bodo izdelali promocijsko gradivo na osnovi Smernic za DI in pričevanj o kršitvah ČP v zavodih. Pripravili bodo kratke video predstavitve pričevanj, promocijski letak ter objave na spletni strani in izbranih spletnih kanalih.
  • Izvedli bodo ozaveščevalno kampanjo za širšo javnost in ozaveščevalna vodstva po Muzeju norosti.
  • Delali bodo z NVO s področja duševnega zdravja in krepili znanja in zmogljivosti za zagovorništvo in sistemske spremembe na področju človekovih pravic.
  • Delali bodo z odločevalci, da bodo informirani, kaj pomeni dezinstitucionalizacija, in pozorni bodo na morebitne zlorabe, o katerih bodo obveščali javnost.
  • Pripravili bodo peticijo za pripravo Zakona o dezinstitucionalizaciji in jo razširjali v javnosti ter z njo krepili mobilizacijo državljanov s ciljem ustvarjanja pritiska na odločevalce, da bi v Sloveniji končno naredili korak k zaprtju zavodov in preselitvi ljudi v skupnost ob zagotavljanju storitev v skupnosti.

Overview

The Museum of Madness occupies a unique space at the intersection of culture, social awareness, education, and testimony for those still institutionalized in long-term care facilities in Slovenia. This initiative aims to address the gaps in providing community-based support services, which are often absent in the country. Deinstitutionalization emphasizes the process of moving individuals from segregated and excluded social care institutions back into the community, where services are available. However, there is widespread ignorance among the general public, policymakers, and decision-makers regarding the systematic violation of human rights within these institutions. The prevailing belief is that residents are well cared for, leading to the risk that this vulnerable minority's voice will be neglected in the preparation of Slovenia's Deinstitutionalization Strategy.

Goals and Activities

The project will focus on informing various stakeholders about Slovenia's obligations under the Convention on the Rights of Persons with Disabilities and the associated UN Guidelines for Deinstitutionalization. Key activities include:

  1. Promotional Material Development
    • Creating promotional content based on the UN Guidelines for DI and testimonies of human rights violations in institutions.
    • Preparing short video presentations of testimonies, promotional leaflets, and website and social media posts.
  2. Public Awareness Campaign
    • Conducting public awareness campaigns and guided tours at the Museum of Madness to educate the public and policymakers about deinstitutionalization and the importance of ensuring services in the community are not merely renamed institutional practices.
  3. Capacity Building for NGOs
    • Working with NGOs in the mental health sector to enhance their knowledge and capacity for advocacy and systemic change in the area of human rights.
  4. Engaging Decision-Makers
    • Conducting activities with decision-makers to inform them about the implications of deinstitutionalization and to highlight potential abuses, keeping the public informed about these issues.
  5. Advocacy Initiatives
    • Preparing a petition for the creation of a Law on Deinstitutionalization, mobilizing the public, and creating pressure on decision-makers to ensure the closure of institutions and the relocation of people to the community with adequate services.
