Slovenski stanovanjski trg zaznamuje pasivna stanovanjska politika, ki premožnim omogoča izkoriščanje stanovanj za kovanje dobičkov, vsem ostalim pa otežuje dostop do dostojnega doma. Ob velikem pomanjkanju neprofitnih stanovanj in nedostopnosti lastniških stanovanj je vse večji delež populacije prisiljen v tržni najem. Najemni trg pa je diskriminatoren, drag, nestabilen in nenadzorovan. V takih razmerah najemniki zelo težko uveljavljajo svoje pravice.

V projektu Neznosna nedostopnost bivanja bo IŠSP – Inštitut za študije stanovanj in prostora informiral o pravicah najemnikov in izvajal brezplačno svetovanje najemnikom. Pripravili bodo priročnik o pravicah najemnikov, ki bo ponujal usmeritve, kako ravnati, ko do kršitev pride. Prek dela z najbolj ranljivimi skupinami na najemnem trgu – priseljenci, mlade družine, LGBTQ+ osebe, osebe z oviranostmi – in beleženjem njihovih izkušenj, bodo osvetlili problem diskriminacije na najemnem trgu ter spodbujali aktivno delovanje in prijavljanje v primerih kratenja najemniških pravic. Ker so stanovanjske stiske ne glede na resnost stanovanjske krize še vedno premalo vidne, bodo tekom celotnega projekta izvajali spletne in medijske ozaveščevalne aktivnosti, s katerimi bodo krepili razumevanje stanovanjske problematike in spodbujali odzivanje, ko prihaja do kršenja pravic. Na podlagi analize spletnih oglasov, individualnih svetovanj, pridobljenih pričevanj najemnikov ter analize dostopnosti stanovanjskega trga bodo pripravili poročilo o kršenju pravice dostopa do primernega doma ter od odgovornih zahtevali odgovore in ukrepanje.

Kaj bodo dosegli:

  • V projektu bodo povečali ozaveščenost in informiranost javnosti (najemnikov, NVO, pristojnih in drugih javnosti) o diskriminaciji na stanovanjskem področju in najemniški problematiki, kar bodo dosegli z objavami v medijih (vsaj 5 člankov), prek informacij na spletni strani www.najemniski-sos.si (vsaj 5000 obiskov) in z aktivnostmi na družabnih omrežjih.
  • Izdali bodo tiskan priročnik o najemniških pravicah, ki jih bodo razdelili med Centre za socialno del in NVO-je, ki delajo z ranljivimi skupinami in jih tako bolje opremili za aktivno naslavljanje kršenja najemniških pravic in diskriminacije na stanovanjskem trgu. V sodelovanju z NVO-ji bodo najbolj marginalizirane skupine izobraževali o najemniških pravicah tudi na srečanjih v živo (vsaj 30 udeležencev).
  • Vsaj 20 najemnikom bodo individualno svetovali pri reševanju njihove najemniške stiske.
  • Prek spletne strani Najemniški SOS bodo zbirali pričevanja o diskriminaciji in obenem pri spremljanju kršitev najemniških pravic in diskriminacije na stanovanjskem področju sodelovali z vsaj 4 NVO-ji. Vzpostavili bodo konsistenten način beleženja primerov kršitev pravic najemnikov in diskriminacije na stanovanjskem področju in prijavljanja pristojnim (vsaj 10 primerov).
  • Pripravili bodo poročilo o kršenju pravice do primernega doma ter od odgovornih zahtevali odgovore in ukrepe.

Overview

The Slovenian housing market is characterized by a passive housing policy that allows the wealthy to profit from real estate, while making it increasingly difficult for others to access decent housing. With a significant shortage of non-profit housing and the inaccessibility of ownership housing, a growing portion of the population is forced into the rental market. The rental market, however, is discriminatory, expensive, unstable, and poorly regulated. Under these conditions, tenants face significant challenges in asserting their rights.

In the project "Intolerable Inaccessibility of Housing," IŠSP – Institute for Housing and Spatial Studies will inform tenants about their rights and offer free counseling services. They will prepare a handbook on tenant rights, providing guidance on how to act in cases of violations. By working with the most vulnerable groups in the rental market—immigrants, young families, LGBTQ+ individuals, and people with disabilities—and documenting their experiences, they will highlight the issue of discrimination in the rental market and promote active intervention and reporting in cases of rental rights violations. Given that housing issues remain insufficiently visible despite the severity of the housing crisis, throughout the project, they will conduct online and media awareness activities to strengthen understanding of the housing problem and encourage responses when rights are violated. Based on the analysis of online ads, individual counseling, collected testimonies of tenants, and an analysis of the housing market's accessibility, they will prepare a report on violations of the right to adequate housing and demand responses and action from relevant authorities.

Goals and Activities

  1. Increased Awareness and Information Campaigns
    • Increase public awareness (tenants, NGOs, authorities, and other public audiences) about discrimination in the housing sector and rental issues. This will be achieved through media publications (at least 5 articles), information on the website www.najemniski-sos.si (at least 5000 visits), and activities on social media.
  2. Publication of a Printed Handbook on Tenant Rights
    • Distribute the handbook among Social Work Centres and NGOs working with vulnerable groups, thereby equipping them better to address rental rights violations and discrimination on the housing market actively. They will educate at least 30 participants on tenant rights in live meetings in collaboration with NGOs.
  3. Individual Counseling
    • Provide individual counseling to at least 20 tenants in resolving their rental crisis.
  4. Collection of Testimonies
    • Through the Najemniški SOS website, collect testimonies of discrimination, monitor violations of rental rights and discrimination on the housing market in collaboration with at least 4 NGOs. Establish a consistent method for recording cases of violations of tenant rights and discrimination, with at least 10 cases reported.
  5. Preparation of a Report on Violations
    • Prepare a report on violations of the right to adequate housing and demand responses and action from relevant authorities.
