kamnolome stran iz naselij! / quarries away from settlements!

S projektom želimo pomagati civilnim iniciativam v Sloveniji, ki se borijo proti prevelikim vplivom izkoriščanja mineralnih snovi v tistih kamnolomih, ki so locirani na bivalnih področjih ali pa v njihovi neposredni bližini. Prebivalci takih področij to čutijo kot izredno obremenitev za njihovo bivanjsko okolje in tudi zdravje. Negativni vplivi se kažejo v prekomernih emisijah hrupa in prašenja (vsakodnevno miniranje), tresljajev ter povečanega prometa tovornih vozil. Glavni namen je ozavestiti širšo javnost o tej problematiki ter jo aktivirati pri spremembi področne zakonodaje, s katero bomo preprečili umeščanje novih kamnolomov ali postopno zapiranje obstoječih kamnolomov, ki so locirani neposredno v naseljih ali pa v njihovi neposredni bližini.

Kaj bodo dosegli:

  • Z načrtovano akcijo in javnimi komunikacijskimi dogodki želimo opozoriti in informirati sodržavljane o težkih razmerah, v katerih živijo prebivalci bivanjskih področij, v katerih so umeščeni nekateri sporni kamnolomi: kamnolom Boben Hrastnik, kamnolom Griža Kubed, kamnolom Stahovica Kamnik, kamnolom Laže, gramozna jama Ribno Bled, itd.
  • S Civilno iniciativo Griža Kubed, Civilno iniciativo Hrastnik Boben, Civilno iniciativo Stahovica Kamnik, Civilno iniciativo Laže in CI Ribno Bled bomo pripravili in izvedli postopke civilnega nadzora ter ugotovili in javno predstavili dejansko stanje (prek dveh novinarskih konferenc – začetna in zaključna).
  • Zbrane informacije nam bodo dale pravne in strokovne podlage za oblikovanje in vložitev predloga za spremembo Zakona o rudarstvu-1 v delu, ki bo preprečeval delovanje kamnolomov v bivanjskih področjih ter umeščanje novih kamnolomov na ta področja. S tem bodo ljudje neposredno soodločali pri okoljskih odločitvah ter se aktivno vključevali v soodločanje, ki ne bo prepuščeno samo kapitalu in državnim organom.
  • Glavni rezultat, ki ga pričakujemo z izvedbo akcije je začetek postopka sprejetja amandmaja Zakona o rudarstvu-1, s katerim bomo uzakonili prepoved umeščanja ali odmikanje obratov za izkoriščanje mineralne snovi stran od naselbinskih področij. Na ta način bomo dvignili kakovost bivanja in izboljšali javno zdravje ljudi.

DOSEŽKI:

Z načrtovano akcijo in javnimi komunikacijskimi dogodki smo opozorili in informirali sodržavljane o težkih razmerah, v katerih živijo prebivalci bivanjskih področij, kjer so umeščeni nekateri sporni kamnolomi: kamnolom Boben Hrastnik, kamnolom Griža Kubed, kamnolom Stahovica Kamnik, kamnolom Laže, gramozna jama Ribno Bled, itd.

Glavni rezultat, ki smo ga pričakovali z izvedbo akcije, je začetek postopka sprejetja amandmaja Zakona o rudarstvu-1, s katerim smo uzakonili prepoved umeščanja ali odmikanja obratov za izkoriščanje mineralne snovi stran od naselbinskih področij. Na ta način smo dvignili kakovost bivanja in izboljšali javno zdravje ljudi.

This project aims to support civil initiatives in Slovenia that are fighting against the excessive impacts of mineral extraction in quarries located within or near residential areas. Residents of such areas experience significant burdens on their living environment and health. Negative impacts include excessive noise and dust emissions (from daily blasting), vibrations, and increased heavy vehicle traffic. The primary goal is to raise public awareness about this issue and mobilize citizens to advocate for changes in legislation that would prevent the establishment of new quarries or ensure the gradual closure of existing ones located in or near settlements.

What the Project Aims to Achieve:

Through planned actions and public communication events, we aim to inform and alert citizens about the difficult conditions faced by residents living near problematic quarries, such as:

  • Boben Hrastnik Quarry
  • Griža Kubed Quarry
  • Stahovica Kamnik Quarry
  • Laže Quarry
  • Ribno Bled Gravel Pit

In collaboration with Civil Initiative Griža Kubed, Civil Initiative Hrastnik Boben, Civil Initiative Stahovica Kamnik, Civil Initiative Laže, and Civil Initiative Ribno Bled, we will conduct civil oversight procedures and publicly present the findings (via two press conferences – an opening and a closing conference).

The gathered information will provide legal and professional foundations for drafting and submitting a proposal to amend the Mining Act-1 to prohibit quarry operations in residential areas and the establishment of new quarries in such locations. This will empower citizens to participate directly in environmental decision-making processes and actively engage in decisions that should not be left solely to capital interests and state authorities.

Key Expected Outcome

The main result of this action is to initiate the process of amending the Mining Act-1 to establish a legal prohibition on situating quarries in or near residential areas. By doing so, we aim to improve living conditions and enhance public health.

ACHIEVEMENTS:

Through the planned action and public communication events, we had raised awareness and informed fellow citizens about the difficult conditions in which residents of residential areas near certain controversial quarries live: Boben Hrastnik Quarry, Griža Kubed Quarry, Stahovica Kamnik Quarry, Laže Quarry, Ribno Bled Gravel Pit, etc.

Together with the Civil Initiative Griža Kubed, the Civil Initiative Hrastnik Boben, the Civil Initiative Stahovica Kamnik, the Civil Initiative Laže, and the Civil Initiative Ribno Bled, we had prepared and implemented civil oversight procedures and established and publicly presented the actual situation (through two press conferences – an initial and a concluding one).

The collected information had provided us with legal and expert grounds for drafting and submitting a proposal to amend the Mining Act-1 in a way that prevents the operation of quarries in residential areas and the placement of new quarries in these areas. This enabled people to participate directly in environmental decision-making and actively engage in co-decision-making, which was no longer left solely to capital interests and state authorities.

The main result we had anticipated from this action was the initiation of the process to adopt an amendment to the Mining Act-1, which legally prohibits the establishment or mandates the relocation of mineral extraction facilities away from residential areas. In doing so, we had improved the quality of life and enhanced public health.
