"Ali ste ZMedeni?" je zagovorniška akcija tretjega medijskega sektorja. Gre za medijski sektor, ki ni niti javni niti zasebni, ampak je praviloma neprofiten in nekomercialen. Sestavljajo ga različne nevladne organizacije, ki delujejo kot mediji. Za takšne medije je v večini primerov zelo pomembna skupnost, ki jo medij vključuje in naslavlja, v primeru Radia Študent so to študentje in mladi. Eden najvidnejših takšnih medijev v Sloveniji je Radio Študent, a zagotovo ni edini, obstaja še več manjših študentskih in drugih nevladnih medijev, ki zagovarjajo potrebe določenih marginaliziranih skupin. Takšni mediji so v Sloveniji deležni nezadostne državne podpore, pogoji za delo in razvoj takšnih medijev pa so zelo slabi. Takšno stanje je zaskrbljujoče, saj ogroža pluralnost medijskega prostora, ki je ena temeljnih vrednot evropske družbe.

Ministrstvo za kulturo je decembra 2023 objavilo predlog novega zakona o medijih, ki ne predvideva izboljšanja stanja tretjega medijskega sektorja v potrebni meri. Na pomanjkljiv predlog medijskega zakona se odzivamo z različnimi vsebinami, ki bodo javnost ozavestile o pomenu in potrebah takšnih medijev ter na zakonodajalca vršile pritisk, da stanje izboljša v okviru prenove zakonodaje. Aktivnost obsegajo analizo stanja, medijsko produkcijo, soočenje v živo in vključitev v javno razpravo.

Kaj bodo dosegli:

  • Ozaveščanje medijskih strokovnjakov in širše, splošne javnosti o pomenu tretjega medijskega sektorja ter o potrebah, ki jih je treba urediti na zakonodajni ravni - Ta rezultat bodo dosegli z različnimi radijskimi oddajami (10x), strokovno analizo ter komunikacijsko ozaveščevalno kampanjo na družbenih omrežjih treh skupnostnih študentskih radiov (Radio Študent, MARŠ in NOR – skupaj 100 objav) in organizacijo soočenja v živo o tej temi (50 gostov in gledalcev prenosa). Pri pripravi vsebin se bodo osredotočili na to, kaj počnejo mediji tretjega medijskega sektorja, kako to počnejo, zakaj je njihov medijski doprinos ključen za zdravo medijsko krajino ter v čem so posebni in drugačni od javnih ter komercialnih medijev.
  • Poskus prepričanja odločevalcev, da zakonsko uredijo pogoje za obstoj in delo medijev tretjega medijskega sektorja - Njihova akcija poteka v času prenove medijske zakonodaje, zato je to obdobje najbolj primerno za poskus doseganja želenih sprememb. Ta rezultat bodo dosegli z vključitvijo v javno razpravo o predlogu zakona, z živim soočenjem, kjer bodo predstavnika Ministrstva za kulturo javno izzvali, naj se opredeli do rešitev za ta sektor, splošnim medijskim pritiskom ter (če bo zakon pravočasno v obravnavi, tekom trajanja projekta) s svojimi predlogi, ki jih bodo poslali neposredno članom odbora za kulturo ter poslancem Državnega zbora.

V izvedbo akcije bo vključenih predvidoma 8 novinarjev, 1 strokovnjak s področja tretjega medijskega sektorja in 3 osebe iz krovne ekipe, ki akcijo vodijo in administrirajo.

DOSEŽKI

Izvedli smo strokovni pregled in analize novega predloga zakona ter pripravili komentarje in poudarke, ki so bili uporabljeni v ozaveščevalni in zagovorniški kampanji.

Izvedli smo ozaveščevalno komunikacijsko kampanjo "Ali ste ZMedeni?".

Radijski del kampanje "Ali ste zmedeni?" Novinarji aktualnopolitične redakcije so pripravili naslednje oddaje v različnih formatih:

Soočenje v živo smo izvedli v sodelovanju z društvom študentov novinarstva na FDV (FEJS). Dogodek je moderirala novinarka aktualnopolitične redakcije, Anja Karović Guzelj. Na dogodku so se sogovorniki pogovarjali o tem, kaj sploh je tretji medijski sektor, kakšna je trenutna zakonska ureditev na tem področju, kaj bi se lahko spremenilo, kaj so dobre prakse iz tujine itd. Dogodek je potekal v živo v prostorih Fakultete za družbene vede (34 obiskovalcev), hkrati pa smo ga prenašali tudi z živim video prenosom (skupaj 43 gledalcev).

Izvedba kampanje "Ali ste ZMedeni?" na družbenih omrežjih
Poleg soočenja v živo in produkcije ter predvajanja radijskih oddaj, smo za ozaveščanje o 3MS na družbenih omrežjih pripravili še krajše videe, ki so bili promovirani kot privlačne, enostavne in razumljive vsebine, kaj sploh je 3MS. To so bili naslednji krajši videi:

Dogodek, odziv v sklopu javne razprave, vse radijske oddaje in krajši privlačni videi so bili promovirani na družbenih omrežjih Radia Študent (FB in IG), MARŠ (FB in IG) in NOR (FB in IG). Skupaj je bilo objavljenih 105 objav (objave, dogodki, “zgodbe” na Instagramu). Skupno število vseh interakcij in ogledov vsebin znaša:

  • 608 všečkov, komentarjev in deljenih objav
  • Doseg “zgodb” (story) na kanalu Instagram: 20.454

"Are you Confused?" is an advocacy campaign for the third media sector—a media sector that is neither public nor private but is typically non-profit and non-commercial. It consists of various non-governmental organizations operating as media outlets. These media often rely on the community they engage and address; for Radio Študent, this includes students and young people. Radio Študent is one of the most prominent examples of such media in Slovenia, but it is not alone—there are other smaller student and NGO-run media advocating for the needs of marginalized groups. These media face insufficient state support in Slovenia, with poor conditions for their work and development. This situation threatens the diversity of the media landscape, one of the core values of European society.

In December 2023, the Ministry of Culture published a draft of a new Media Act that fails to sufficiently improve the conditions for the third media sector. The campaign responds to this inadequate proposal with various activities aimed at raising public awareness about the significance and needs of such media and pressuring legislators to address these issues in the legislative overhaul. Activities include analyzing the current state, media production, a live debate, and participation in the public consultation process.

Goals and Achievements:

  • Raising awareness among media professionals and the general public about the importance of the third media sector and the legislative needs to ensure its survival:
    • Achieved through various radio broadcasts (10 episodes), a professional analysis, an awareness campaign on the social media channels of three community student radio stations (Radio Študent, MARŠ, and NOR—totaling 100 posts), and a live debate on the topic (with 50 guests and live-stream viewers).
    • Content will focus on what third-sector media do, how they operate, why their contribution is crucial for a healthy media environment, and how they differ from public and commercial media.
  • Lobbying decision-makers to legislate better conditions for the existence and operation of third-sector media:
    • The campaign coincides with the media law reform, making it an opportune moment to push for desired changes.
    • This will be achieved through participation in the public consultation on the draft law, a live debate where a Ministry of Culture representative will be publicly challenged to address solutions for the sector, general media pressure, and, if the law is under consideration during the project period, submitting specific proposals directly to the Parliamentary Committee on Culture and Members of Parliament.

Participants in the Campaign:

The campaign will involve 8 journalists, 1 expert in the third media sector, and 3 core team members responsible for managing and administering the project.

ACHIEVEMENTS:

We conducted a professional review and analysis of the new bill and prepared comments and key points used in the awareness and advocacy campaign.

Radio segment of the “Are you confused?” campaign: Journalists from the current political editorial team prepared the following shows in various formats:

Live debate: The live debate was conducted in collaboration with the student journalism association at the FDV (FEJS). The event was moderated by Anja Karović Guzelj from the current political editorial team. The discussion focused on what exactly is the third media sector, the current legal framework in this area, what could change, and what are the good practices from abroad. The live event took place at the Faculty of Social Sciences with 34 attendees and was also broadcasted live, reaching a total of 43 viewers.

Execution of the "Are you ZMedeni?" campaign on social media: In addition to the live debate and production and airing of radio shows, shorter videos were prepared for raising awareness about 3MS on social media. These videos were promoted as attractive, easy-to-understand content explaining what 3MS is. The following videos were created:
