bodimo prijazni / let's be nice

Bodimo prijazni je projekt, s katerim skuša Zavod PIP – Pravni in informacijski center Maribor pokazati negativne plati sovražnega govora in pozitivne plati prijaznosti. Ljudem želijo pokazati, da lahko sovražni govor povzroča hude posledice za duševno zdravje, hkrati pa lahko pripelje do večjih družbenih konfliktov, celo vojn in genocida nad manjšinami. Ker pa je sovražnega govora čedalje več, zlasti na družbenih omrežjih, je treba ljudi opomniti, da je tak način sporazumevanja napačen in škodljiv.

Sovražni govor je v Sloveniji nezakonit, a žal je prijav na policijo ali tožilstvo premalo. Na Zavodu PIP hkrati opažajo, da je sovražni govor postal dokaj normalna oblika sporazumevanja. V okviru projekta si tako prizadevajo, da bi ljudi ozavestili o škodljivih posledicah sovražnega govora in jih spodbudili, da proti njemu tudi ukrepajo. To lahko storijo tako, da se obrnejo na »točko za podporo ob zaznavi sovražnega govora« Zavoda PIP, kjer prejmejo ustrezno svetovanje in pomoč, kadar se soočajo s sovražnim govorom.

Pri sporočanju ključnih ciljev projekta jim poleg objav na socialnih omrežjih (Facebook), v medijih in na njihovi spletni strani pomagajo številne institucije in organizacije, ki so v svojih prostorih razstavile njihove informativne letake in plakate. Slednji javnosti sporočajo, da se lahko sovražnemu govoru uprejo s prijaznostjo in da se lahko za pomoč obrnejo na Zavod PIP.

Kaj bodo dosegli:

  • Vzpostavili bodo točko za podporo ob zaznavi sovražnega govora. V okviru točke bodo na podlagi 297. člena Kazenskega zakonika in 63. člena Ustave Republike Slovenije ugotavljali elemente kaznivega dejanja in nudili osebna svetovanja in pomoč za posameznike ali institucije/organizacije, ki se soočajo s sovražnim govorom. Točka bo dostopna prek brezplačne telefonske številke 080 12 55, e-mail naslova info@zavodpip.si in prek spletnih obrazcev za prijavo sovražnega govora na naslovu https://zavodpip.si/bodimo_prijazni/
  • 20 izvedenih svetovanj za posameznike ali institucije na točki za podporo ob zaznavi sovražnega govora Zavoda PIP, od tega 5 prijav na policijo ali tožilstvo.
  • Cilj je doseči vsaj 30-odstotno spremembo v dojemanju škodljivosti sovražnega govora na vzorcu 200 oseb. To bodo storili tako, da bodo javnost vseskozi seznanjali o škodljivosti sovražnega govora, in sicer: z objavami v medijih (20 objav), na socialnih omrežjih (120 objav), z ogledi video sporočil na socialnih omrežjih (10.000 ogledov), z delitvami ključnih objav (5) na socialnih omrežjih s strani ključnih institucij/organizacij (10). Uspešnost svojega ozaveščanja bodo preverili z anketami (200 anketirancev), s katerimi bodo ugotavljali, če je javnost zaradi njihovega ozaveščanja bolj seznanjena s posledicami sovražnega govora in razume, zakaj je proti njemu treba ukrepati.
  • 14 odločevalcev (občine, upravne enote, javne institucije), bodo seznanili s priporočili za soočanje s sovražnim govorom. Z njimi bodo podelili naše ugotovitve glede slovenske zakonodaje, glede svetovanj in prijav v okviru točke Zavoda PIP in glede splošnega stanja sovražnega govora v Sloveniji.

Bodimo prijazni is a project with which Zavod PIP – Pravni in informacijski center Maribor aims to show the negative aspects of hate speech and the positive aspects of kindness. They want to demonstrate to people that hate speech can cause severe consequences for mental health and can even lead to larger societal conflicts, wars, and genocides against minorities. However, as hate speech is becoming more common, especially on social media, it is necessary to remind people that such communication methods are wrong and harmful.

Hate speech is illegal in Slovenia, but unfortunately, there are too few reports to the police or prosecution. Zavod PIP also observes that hate speech has become a rather normal form of communication. As part of the project, they aim to raise awareness among people about the harmful consequences of hate speech and encourage them to take action against it. This can be done by reaching out to the "Support Point for Identifying Hate Speech" of Zavod PIP, where individuals receive appropriate counseling and assistance when facing hate speech.

In communicating the main objectives of the project, in addition to social media posts (Facebook), in the media, and on their website, they are assisted by numerous institutions and organizations that have displayed their informational leaflets and posters in their premises. These messages inform the public that they can oppose hate speech with kindness and that they can seek help from Zavod PIP.

What will they achieve:

  • They will establish a support point for identifying hate speech. At this point, based on Articles 297 of the Penal Code and 63 of the Constitution of the Republic of Slovenia, they will determine the elements of a criminal act and provide personal counseling and assistance for individuals or institutions/organizations facing hate speech. The support point will be accessible through a free hotline 080 12 55, email info@zavodpip.si, and via online forms for reporting hate speech at https://zavodpip.si/bodimo_prijazni/.
  • 20 consultations for individuals or institutions at the support point for identifying hate speech of Zavod PIP, including 5 reports to the police or prosecution.
  • The goal is to achieve at least a 30% change in the perception of the harmfulness of hate speech in a sample of 200 people. They will do this by continuously informing the public about the harmful effects of hate speech: through media posts (20 posts), on social media (120 posts), with video views on social media (10,000 views), by sharing key posts (5) on social media by key institutions/organizations (10). They will evaluate the success of their awareness efforts with surveys (200 respondents) to determine if the public is more aware of the consequences of hate speech and understands why action against it is necessary.
  • 14 decision-makers (municipalities, administrative units, public institutions) will be informed about recommendations for dealing with hate speech. They will share their findings regarding Slovenian legislation, counseling and reporting through the Zavod PIP support point, and the general state of hate speech in Slovenia.
