Pravica do primernega stanovanja je zapisana v Listini Evropske unije o temeljnih pravicah ter potrjena v evropskem stebru socialnih pravic in tako predstavlja predstavlja temeljno socialno pravico in je ključen element pravice do dostojnega življenja. A pravica do primernega stanovanja je v Sloveniji izjemno na udaru, saj se je država v zadnjih letih znašla v globoki stanovanjski krizi. Cene najema ali nakupa nepremičnin so v zadnjem desetletju poletele v nebo in za marsikoga postale nedostopne, kar pomeni, da si tako najranljivejši v družbi kot tudi številni mladi, ki nimajo lastniških nepremičnin, ne morejo privoščiti lastne strehe nad glavo ali pa zanjo plačujejo več kot polovico svojega mesečnega prihodka. Obstoječe stanje je posledica neaktivne stanovanjske politike, pomemben faktor, ki je pripomogel k poglobitvi krize, pa je razmah turizma in z njim povezanimi digitalnimi platformami za kratkoročno oddajanje nepremičnin. Ker je slovenska zakonodaja na tem področju in na področju stanovanjske politike zelo zastarela ali celo neobstoječa, je odsotnost zadostne regulacije in ustrezne obdavčitve povzročila, da se je trg kratkoročnega oddajanja zažrl v trg dolgoročnega oddajanja, okrnil ponudbo in dvignil cene najemov. Aktualna vlada se je v koalicijski pogodbi zavezala k ureditvi področja kratkoročnega oddajanja nepremičnin, vendar se v skoraj dveh letih mandata ni premaknilo še nič, obljube pa se neprestano zamikajo v prihodnost. Zakonodajni predlog za regulacijo je pripravljen že iz časa ministra Počivalška, a kljub novi pobudi, ki jo je novembra 2023 dalo Ministrstvo za solidarno prihodnost s svojimi priporočili, še vedno stoji na Ministrstvu za gospodarstvo. V medijih se medtem pojavljajo različne informacije, kako stroga bo dejansko napovedana regulacija.

DOSEŽKI:

  • Dosegli smo vsaj 20.000 unikatnih obiskov spletne strani.
  • Spletna stran je bila deljena vsaj 500-krat na družabnih omrežjih.
  • Na družabnih omrežjih je bilo objavljenih vsaj 200 infografik s spletne strani.
  • Novinarske konference so se udeležili vsaj trije predstavniki večjih medijev.
  • O akciji je bilo objavljenih vsaj pet medijskih prispevkov.
  • Pripravili smo stališče do predloga zakona s konkretnimi komentarji, predlogi izboljšav in podpornimi materiali za vključevanje javnosti v javno razpravo o predlogu zakona.
  • Izvedli smo sestanke s predstavniki treh koalicijskih poslanskih skupin ali strank.

27. maja 2024 smo javno lansirali kampanjo in jo predstavili na tiskovni konferenci v Tomanovem parku v Ljubljani (pred Masarykovo residenco). V podporo kampanji in kot promocijo spletnega mesta smo pripravili vizualne materiale, kot so nalepke in letaki, ki so jih razdelili med sorodne nevladne in aktivistične organizacije, povezane v novo nastali iniciativi Stanovanjski blok in preko iniciative Glas ljudstva.

The right to adequate housing is enshrined in the Charter of Fundamental Rights of the European Union and reaffirmed in the European Pillar of Social Rights, making it a fundamental social right and a key element of the right to a decent life. But the right to adequate housing is under extreme pressure in Slovenia, where the country has been in the grip of a deep housing crisis in recent years. The prices of renting or buying property have skyrocketed in the last decade and have become unaffordable for many, meaning that the most vulnerable in society, as well as many young people who do not own their own property, are unable to afford a roof over their heads or are paying more than half of their monthly income for one. The current situation is the result of an inactive housing policy, but an important factor contributing to the deepening of the crisis is the rise of tourism and the associated digital platforms for short-term rentals. As Slovenian legislation in this area and in the area of housing policy is very outdated or even non-existent, the absence of sufficient regulation and adequate taxation has led to the short-term rental market eating into the long-term rental market, reducing supply and pushing up rental prices. The current government committed in the coalition agreement to regulate short-term lettings, but almost two years into its mandate, nothing has moved and promises are constantly being pushed into the future. The legislative proposal for regulation dates back to the time of Minister Počivalšek, but despite a new initiative in November 2023 by the Ministry for a Solidarious.

Achievements:

In three months, we achieved:

  • At least 20,000 unique visits to the website.
  • At least 500 shares of the website on social media.
  • At least 200 posts of infographics from the website on social media.
  • At least three representatives from major media outlets attended the press conference.
  • At least five media pieces about the campaign were published.
  • We prepared a position on the draft law, including specific comments, proposals for improvements, and supporting materials to encourage public participation in the public consultation on the draft law.
  • We held meetings with representatives of three coalition parliamentary groups or parties.

On May 27, 2024, we publicly launched the campaign and presented it at a press conference in Tomanov Park in Ljubljana (in front of Masarykova residenca). In support of the campaign and as a promotional tool for the website, we prepared visual materials, such as stickers and leaflets, which were distributed among related non-governmental and activist organizations connected through the newly established initiative Stanovanjski blok and the initiative Glas ljudstva.
