In 2024, non-governmental organisations received a total of € 350,22 million from ministries. Compared to 2003, this represents an increase of 787,37 % or € 310,75 million, and compared to 2009 an increase of 346,89 % or approximately € 271,85 million.
The largest contribution to the overall increase in funding comes from increased funding from the Ministry of Labour, Family, Social Affairs and Equal Opportunities, namely payments to personal assistance providers (under the Personal Assistance Act, which entered into force in 2019), among which non-governmental organisations predominate. In 2023, funding from the Ministry of a Solidarity-Based Future increased significantly, specifically funds for the efficient and rapid provision of basic necessities to those most affected by the floods from 3 to 5 August 2023, as well as for the intervention costs of rescue units, services and other operational units of associations or non-governmental organisations during the implementation of the National Flood Protection and Rescue Plan between 4 and 31 August 2023. In 2024, funding from the Ministry of a Solidarity-Based Future increased again, specifically funds intended for the provision of social care services.
The names of the ministries that disbursed public funds are based on data from the Register of Budget Users, which mostly contains only the current names of budget users. If a specific policy area was in the past covered by different ministries (for example, when ministries were “split” or abolished), payments from previous years are shown under the (current) name of the ministry responsible for that area. Certain bodies within ministries are listed in the register under the names of ministries that no longer existed at the time (for example, funds disbursed by the Ministry of Infrastructure and Spatial Planning included payments from the Surveying and Mapping Authority, even though it was a body within the Ministry of Infrastructure).
Data in both tables are available for the last four years and for the year 2009 as the base year.
